The document in question is an FBI-generated Form FD-1023 that allegedly describes a $5 million criminal scheme involving then-Vice President Joe Biden and a foreign national regarding the exchange of money for decisions. policies.

A source familiar told Fox News Digital that the FBI will bring FD-1023 to Capitol Hill on Monday for Comer, R-Ky., and the committee’s top Democrat, ranking member Jamie Raskin, D-Md., for review.

Three sources familiar with told Fox News that Comer and Raskin would view the document at a secure SCIF on Capitol Hill, instead of going to FBI headquarters. Fox News has learned lawmakers will also be briefed on the document at the same location.
The exact time of Monday’s visit and briefing is unclear.

It remains unclear whether the FBI bringing the document to Capitol Hill for viewing will satisfy Comer’s subpoena.

The document is being sought after a whistleblower approached Comer and Sen. Chuck Grassley, R-Iowa, alleging the FBI and Justice Department were in his possession and would reveal “an accurate description of the manner in which the alleged criminal scheme was employed”. as well as its purpose.
Grassley viewed the document Wednesday at the FBI and told Fox News that if the bureau complied with the original subpoena and delivered the document to Congress, lawmakers would “release it.”
Regarding the charges contained in the document, Grassley said it is “not for me to judge whether these charges are true or not.”
“It’s my job to make sure the FBI does its job, and that’s what it’s all about, as far as I’m concerned,” Grassley said Wednesday. “The affairs of the public must be public.”

Comer last week attempted to “narrow the scope of the subpoena” in response to criticism from FBI staff, and the committee determined “additional terms based on legally protected unclassified whistleblower disclosures that may be referenced in form FD-1023”. The terms included “June 30, 2020” and “five million.”
The back and forth came after Comer and Grassley briefed Wray and Attorney General Merrick Garland this month on “legally protected and highly credible unclassified whistleblower disclosures.”
Comer and Grassley said that based “on the purported specificity of the document, it would appear that the DOJ and FBI have sufficient information to determine the truth and accuracy of the information contained therein.”
